FREEDOM OF INFORMATION REQUEST RE: Parking Enforcement
Thank you for your information request dated 01/06/2009. Please find your questions
and the Council’s responses below:
1. Does your council have responsibility or partial responsibility for parking and
motoring regulations (ie traffic wardens, parking fines and other motoring-related
fixed penalties) in your area?
Response: This Council undertakes on-street parking enforcement on behalf of Kent
County Council and also has direct responsibility for off-street parking.
2. How many traffic wardens were employed by the council in 2007/08 and 2008/09?
Response: There were 8 Traffic Wardens (known as Parking Attendants) employed
in 2007/08, 8 in April 2008 to December 2008 and 10 employed in January 2009 to
March 2009 (known as Civil Enforcement Officers).
3. How many parking tickets
(Penalty Charge Notices) were issued by the council's
traffic wardens in 2007/08 and 2008/09?
Response: 2007/08 - 8,956 parking tickets; 2008/09 - 10,112 parking tickets.
4. How many of these tickets
(Penalty Charge Notices) were appealed? How many
of these appeals were successful?
Response: Numbers appealed: 2007/08 - 1,976; 2008/09 - 2,145
Numbers successfully appealed: 2007/08 - 1,109; 2008/09 - 1,117.
5. How many motoring-related fixed penalties were issued by the council in 2007/08
and 2008/09?
Response: We do not undertake this function.
6. How many of these motoring-related fixed penalties were appealed? How many of
these appeals were successful?
Response: We do not undertake this function.
7. What was the total sum collected by the council's traffic wardens
(Parking
Attendants / Civil Enforcement Officers) 2007/08 and 2008/09?
Response: 2007/08 - £238,192
2008/09 - 257,652 (provisional figure subject to confirmation by end of year audit yet
to be undertaken).
8. What is the total sum collected for all motoring-related fixed penalties in 2007/08
and 2008/09?
Response: We do not undertake this function.
9. What was the typical cost of a parking fine
(Penalty Charge Notice) issued by your
traffic wardens in 2007/08 and 2008/09?
Response: 2007/08 - £60, reduced to £30 if paid within 14 days; 2008/09 - £50 for
lower contraventions, reduced to £25 if paid within 14 days, and £70 for higher
contraventions, reduced to £35 if paid within 14 days.
10. What was the typical cost of a motoring-related fixed penalty issued by the
council in 2007/08 and 2008/09?
Response: We do not undertake this function.
11. What is the standard number of hours a traffic warden
(Parking Attendants / Civil Enforcement Officers) is contracted to work by the council per week?
Response: 37 hours.
12. What was the highest remuneration (including salary, overtime, bonus and any
other payments) paid to a traffic warden
(Parking Attendants / Civil Enforcement
Officers) employed by the council in 2007/08 and 2008/09?
Response: 2007/08 - £24,841.65; 2008/09 - £26,070.62.
13. What is the highest number of hours overtime claimed by a traffic warden
(Parking Attendants / Civil Enforcement Officers) in 2007/08 and 2008/09?
Response: 2007/08 - 32 hours; 2008/09 - 36 hours.
14. What is the highest bonus awarded to a council traffic warden (Parking
Attendants / Civil Enforcement Officers) in 2007/08 and 2008/09?
Response: 2007/08 - £250; 2008/09 - none.
15. Are the council's traffic wardens (Parking Attendants / Civil Enforcement Officers)
incentivised with performance-related pay? If so, how does this performance-related
pay structured? Please breakdown and explain the total remuneration of the traffic
warden in your council who benefited the most from performance-related pay in
2007/08 and 2008/09.
Response: No such incentives are available.
