Dear Mr Houston
Re: Freedom of Information Act 2000 - FOIA 734
Thank you for your recent request which has been dealt with under the Freedom of Information Act 2000 (FOIA). You requested the following information:
1. I would like to request the raw data set of parking tickets issued in the name of the council within the last five year period (22 July 2004 till now) broken down by: date, time, location, narrative of infraction, current status of case, next status of case, transaction details (ie. date, time and method of payments made), officer I
2. I would also like to request any information regarding `reward'/bonus schemes/contracts in place for your parking enforcement officers. This is envisaged to cover the details of any systems, including (where bonuses are paid) the amount per officer per year, for the last five years.
3. detail about the recording processes of this parking information.
I have enclosed the information in relation to your first item in the spreadsheets attached, please note that the information is taken from a live system that may change on a daily basis. The figures are from the period of 31st July 2007 (being the date of commencement of Decriminalised parking) to 11 September 2009. on a financial yearly basis. Excess charges issued prior to Decriminalisation were recorded on a different system which is no longer accessible. Information relating to the transaction details for every PCN is not currently available. Should this be required, support would be needed from the Council's software supplier which will involve costs that would have to be met by you.
In response to items 2 and 3
Scarborough Borough Council employees are paid a basic salary and no bonuses, incentives or performance related pay applies
PCN's are issued using symbol handhelds with mobile 3sixty. The Council uses the Compex 3sixty data processing package, supplied through ICES by Imperial Civil Enforcement solutions.
If you are unhappy with the service you have received in relation to your request and wish to make a complaint or request a review of our decision, you should write to David Kitson, Senior Solicitor, Legal and Support Services, Town Hall, St Nicholas Street, Scarborough, North Yorkshire, YO11 2HG or email [email address].
If you are not content with the outcome your complaint, you may apply directly to the Information Commissioner for a decision. Generally, the Information Commissioner's Office cannot make a decision unless you have exhausted the complaints procedure provided by Scarborough Borough Council. The Information Commissioner can be contacted at: The Information Commissioner's Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF. Tel: 01625 545745 Fax: 01625 524510 Web: www.ico.gov.uk.
