Dear Mr Houston
I refer to your request for parking data under the provisions of the Freedom of Information Act 2000 and my earlier response. I apologise for the delay in replying to you.
I am unable to provide the raw data of parking tickets, within the last five years, broken down into various categories without exceeding the statutory limit of £450. Furthermore the details requested regarding officer ID would be exempt under Section 40 of the Freedom of Information Act, as the release of such information would breach the Data Protection Act.
I would point out that whilst Reading Borough Council or their agents administer the database we do not have knowledge of the data contained within so cannot comply with providing an SQL extract. In addition the system used is licensed and copyrighted by Langdale Systems Ltd and protected under Sections 41, 42 and 43 of the Act.
The software system used is provided by Imperial Civil Enforcement Solutions and is called Parking Gateway. All details recorded are those that are entered on to the PCN which is in accordance with the TMA 2004. Apart from the DVLA vehicle keeper details we are unaware of any other data sets.
You are free to use any information supplied to you for your own personal purposes or for non-commercial research, private study or news reporting. However, you do not have the right to re-use the information in a way which infringes copyright, for example, by distributing, making copies of or publishing the information, without the permission of the copyright holder, which in most cases will be Reading Borough Council. If you wish to obtain permission for such use, please contact Mr C Brooks, Head of Legal Services, at Reading Borough Council.
If you are unhappy with this response to your request for information under the Freedom of Information Act then you may ask for an internal review under the Council's complaints
procedure. Please make a request in writing to Mr C Brooks, Head of Legal Services, at Reading Borough Council. If you request such a review and are not content with its outcome, then you have a right to apply directly to the Information Commissioner for a decision. The Information Commissioner can be contacted at:
