I am pleased to say that we are now in a position to respond to your request. 
 
There are 3 Council operated car parks that fit your criteria.  They are: 
 
1.  Pavilion Theatre 
2.  Chesil Beach 
3.  Cosens Quay 
 
We do not hold any information with regards to privately owned car parks.  
There are other car parks that may be susceptible to flooding but do not meet 
your criteria such as those adjacent to the inner harbour and the River Wey.
