FREEDOM OF INFORMATION REQUEST REFERENCE NUMBER 0635/09
I refer to your request for information dated 3 August 2009, which was received by
Strathclyde Police on the same date.
Your request for information has now been considered and on 20 August 2009, a decision
was made to provide some of the information requested by you. Some of the information
requested by you is, however, considered to be exempt in terms of the Freedom of
Information (Scotland) Act 2002 (the Act). Section 16 of the Act requires Strathclyde Police
to provide you with a notice which: (a) states that it holds the information, (b) states that it is
claiming an exemption, (c) specifies the exemption in question and (d) states, if that would
not be otherwise apparent, why the exemption applies. Where information is considered to be
exempt, this letter serves as a Refusal Notice and an explanation of the appropriate exemption
is provided.
This was clarified by you to mean the average number employed by Strathclyde Police during
the year and how many were transferees from another force? The force does not routinely
hold average figures but I have obtained figures for the past two calendar years and trust this
will be of interest:
For ease of reference, I have provided a response to each of the questions posed by you, as
detailed below.
1. How many Police Constables were employed by your force?
1 January to 31 December 2008 - 745 officers were appointed
1 January to 31 December 2009 - 710 officers were appointed.
In other words this calculates to an average of 728.
2. How many of these (new employees) were transfers?

1 January to 31 December 2008 – 17 (1 Deputy Chief Constable, 1 Sergeant and 15
Constables)
1 January to 31 December 2009 – 11 (2 Assistant Chief Constables, 1 Chief Superintendent, 1
Detective Constable and 7 Constables)
3. How many officers were promoted to higher ranks during the above period?
1 January to 31 December 2008 – 209 substantive and 55 temporary
1 January to 31 December 2009 – 93 substantive and 119 temporary
4. How many current vacancies are there within the force, and what are these
vacancies?

5. How many officers classify themself as Lesbian, Gay, Bisexual or Transgender
(LGBT)?
As at 19 August 2009 – 101. This information is held on our SCOPE (System to Coordinate
Personnel and Establishment) system and cannot provide retrospective information.
