Short-listing Guidance
Dear
Please find attached the short-listing grid for CYP 562.
Key Knowledge and Relevant Experience criteria are better suited to assessment via an application form than are some competencies. Based on comments made in an application form it is probably more reliable to conclude that someone does or does not know something, or has/has not done something than it is to conclude that s/he does some things well.
Some competencies e.g. Analysing & Evaluating or Communicating Orally are difficult to reliably assess from an application form. Other competencies offer greater potential for assessment e.g. Applying New Technology or Demonstrating Commitment.
The short-listing panel should examine each application form and evaluate the applicant's responses carefully. The panel should look for very clear and practical evidence of how the applicant meets the criteria. It is not enough for applicants to make broad statements in agreement with the competencies e.g. “I have demonstrated a lot of commitment”. Rather, the applicant must provide evidence of the ways they have demonstrated commitment.
Of course, any conclusions drawn from the application form should be treated as `preliminary' in nature. Applicants sometimes use `artistic license' when writing application forms, whilst some people are skilled at making a little experience stretch a long way! Where possible, all information should be evaluated in greater depth at later stages of the selection process.
In line with Lambeth's recruitment and selection procedures, short-listing criteria should be scored as follows:
= meets the criterion
= fails to meet the criterion
Applicants should not proceed to the next stage of the selection process unless they have met all of the short-listing criteria. Recruitment Services will provide a Short-listing Summary Form' with the application forms for your post.
An example short-listing grid is attached.
