I'm not sure why you think it is "imperative" to
establish that, or what the alleged urgency is. I'm afraid that it still appears
to me that a great deal of the correspondence from you and your supporters is
designed to harass and annoy, rather than to advance the
debate.
Councillor Floru was expressing a personal opinion in a
private email. I have spoken to Councillor Floru and advised him not to
reply to your recent correspondence.

Dear Mr Peter Large,
Further to my email to Cllr Floru regarding his allegations against us in
an email published by him on 28th March (a full version of the email is set out
below), it is imperative to establish whether Mr Floru was expressing a personal
opinion or that of Westminster City Council. Could you please clarify as a
matter of urgency?
Further, should it be the former, Mr Floru clearly states "we councillors".
Can you please supply a list of the Councillors to which Mr Floru refers, and
thus sharing his opinion?

Subject: motorcycle charging in Westminster
Dear Matthew and
Tim,
I was surprised to note that the TA intends to
demonstrate against Westminster Council’s charging for motorcycle
parking.
We are simply asking payment for a service which costs
money to provide. Instead of asking every single taxpayer to foot the
bill, we ask the users to pay.
We have substantially increased the
number of motorcycle parking bays. This costs money: not just to lay them
out, but also because it means less paying car parking bays.
It is
true that since its introduction, the charge has brought in more money than
expected. However, the charges will be reviewed in the next
months.
So this is by no means a tax. Are you next going to
demonstrate against train fares, postage stamps, or parking meters?
Perhaps you would prefer those services to be paid by the general taxpayer
rather than the users, too?
I do wonder, aren’t there enough real
taxes to demonstrate against, to have to jump on the bandwagon of this
particular special interest group? Ever thought about the fact that
Westminster Council has the third lowest council tax in the land, and that this
perhaps deserves some credit – especially from a Taxpayers
Alliance?
You may not be aware of the terror campaign these bikers
have waged against us Councillors and against the general population working and
living in Westminster. We have been abused and slandered, bombarded with
insulting e-mail; traffic has been blocked on numerous occasions at great
inconvenience to the general population, lies have been spread, meetings
disturbed, etc. You sure you want to join this lot?
