Please refer to my letter of 12 August 2009.  I regret to inform you that we are still unable to 
send you a substantive reply.   This is because we are still considering the public interest 
test under Sections 28 (Relations within the United Kingdom and 42 (Legal Professional 
Privilege). 
 
I apologise for the time it is taking to consider your request and we hope to let you have a 
final response by 6 October 09. 
 
If you are unhappy with the service you have received in relation to your request and wish to 
make a complaint or request an review of our decision, you should write to me at the above 
address. 
 
If you are not content with the outcome your complaint, you may apply directly to the 
Information Commissioner for a decision. Generally, the ICO cannot make a decision unless 
you have exhausted the complaints procedure provided by the Foreign and Commonwealth
