To locate the information relevant to your request, searches were conducted within the Criminal 
Justice Services Department, and the Intelligence Directorate Department of the Norfolk 
Constabulary. 
 
 
 
 
 
 

 
Result of the Searches to Locate Information Relevant to your Request. 
 
The Norfolk Constabulary will be notified on a daily basis of warrants for arrest issued for a variety 
of different reasons.  With warrants being issued and executed on a daily basis, the information 
relating to the number of warrants active at any one time will be dynamic. 
 
Due to the way in which this information will be held by the Norfolk Constabulary, we do not have 
the facility to conduct automated searches of the Constabulary’s warrant management system, or 
the Police National Computer, to extract statistical data covering the past 5 years that would satisfy 
your request. 
 
To attempt to retrieve any such data would require the Norfolk Constabulary to manually trawl the 
Police National Computer for records containing a ‘recall to prison’ notice to identify the relevant 
records, and then we would have to conduct the research to establish the circumstances relating to 
each warrant. 
 
Such an exercise would require the manually examination of hundreds of individual records and 
would take far in excess of 18 hours to complete.  This would exceed the appropriate limit for 
dealing with Freedom of Information requests, in terms of costs, and therefore Section 12(1) of the 
Freedom of Information Act applies. 
 
Section 12(1) of the Freedom of Information Act states that a public authority is not obliged to: 
“…comply with a request for information if the authority estimates that the cost 
of complying with the request would exceed the appropriate limit.” 

The Freedom of Information (Appropriate Limit and Fees) Regulations, defines the ‘appropriate 
limit’ for the Norfolk Constabulary as £450, and specifies that this sum equates to 18 hours work at 
a standard rate of £25 per hour. 
 
In accordance with Section 17(5) of the Freedom of Information Act (2000), this letter serves as a 
Refusal Notice.
