2009/407 - Crime Statistics - Screened out crimes

In response to your recent request for information;

What percentage of crimes reported to North Wales Police which are fully backed up by conclusive evidence that such crime has taken place do North Wales Police simply refuse to investigate?

North Wales Police does not operate a screening process for any reported crime. Officers will investigate each occurrence and collate evidence to establish if a crime has taken place. Every crime is investigated to ensure all opportunities to detect are taken. At no time does the Force refuse to investigate.

Your request has been answered on this occasion, however, I would also like to point out to you that requests of this nature may in the future, be considered vexatious under Section 14 of the Act. The act is `applicant blind' in that the motives of the applicant cannot normally be taken into account. However, an authority is allowed to take into account any evidence that comes into its possession regarding the subject matter requested or the applicant themselves.

An authority is not obliged to deal with requests that are obsessive, aimed at harassing the authority, designed to cause disruption, annoyance or lacks serious purpose or value.

In your case we are aware of your ongoing dispute and the fact that you have had much correspondence with many departments within North Wales Police regarding our dealing of your case.

The Freedom of Information Act is a piece of legislation which quite rightly opens up public authorities to greater scrutiny and accountability. Making requests to the force repeating what has already been dealt with is not a correct use of the legislation. The police service is held fully accountable for its actions by statute and is monitored by Her Majesties Inspectorate of Constabulary.
