What percentage of the employed staff of Lancaster City Council
that were employed by the Council on 13 February 2007 were employed
by the Council on 01 April 2000 and/or remained part of its pension
scheme.
The number of staff that retained employment and/or pension rights
would also be appreciated.

Dear Mr Hardwicke Carruthers,
I acknowledge receipt of your request regarding employment, which I
received today.
Firstly Lancaster City Council does not operate it's own pension scheme.
Many local government staff are members of the Local Government pension
scheme.
Secondly regarding the number of staff employed as at 1.4.2000 who were
employed at 13.2.2007. I'm afraid that I do not understand the question
with regard to the retention of employment rights and seek clarification
from you.

The information I am seeking is how many staff employed by
lancaster City Council on 13 February 2007 were employed by
Lancaster City Council on 01 April 2000.
If possible the number of staff that left the Authority without
taking a position with a number employer should be identified.

Dear Caroline THOMPSON,
In relation to the staff employed by lancaster city council between
13 February 2007 and 01 April 2000 an estimate is quite acceptable.
Following our telephone conversation. The Commission for Local
Administration England state:
Minutes of the meeting of the Commission held at Millbank Tower,
Millbank,
London SW1P 4QP on Tuesday 13 February 2007 at 11.00am

Ms A Seex

6. Changes to LGO areas
CLA 1572 had been circulated. The Commission noted that it is usual
practice for the ‘departing’ Local Government Ombudsman to write to
the Local Authority Chief Executive to tell them about the change.
The Commission AGREED to approve the following changes to the Local
Government Ombudsmen’s areas, in accordance with section 23 (8) of
LGA 1974, to take effect from 1 April 2007:
i to transfer complaints about Trafford MBC from Anne Seex to Jerry
White (because of a past connection between a relative and the
Council).
ii to transfer complaints about Lancaster CC from Jerry White to
Anne Seex
(Jerry White had considered complaints about Lancaster because of
Patricia Thomas’s personal connections).
iii to transfer complaints about LB Tower Hamlets from Anne Seex to
Tony Redmond (Anne Seex had considered complaints about Tower
Hamlets because of Tony Redmond’s personal friendship with the
Chief Executive, who had subsequently left Tower Hamlets).
The Commission also AGREED that, in the interest of good
governance, future reports to the Commission should specify the
reasons for the transfer.

Could you confirm if Anne SEEX is now the Local Government
Ombudsman for Lancaster City Council.
Would you further confirm if Jerry WHITE still acts as the Local
Government Ombudsman for Lancaster City Council, and detail any
visits that he has made to the Council (i.e. his visit of April
2008), and documentation that he has made available identifying
that there has been a change of Local Government Ombudsman for
Lancaster City Council from WHITE to SEEX.

Thank you for your E mail earlier today. I can confirm that as advised in
our telephone discussion Mr Jerry White is the Local Government Ombudsman
for this Council. This is due to the fact that Anne Seex is a former
employee of this Council.
Mr White was invited to attend our Audit Committee held on April 23rd
2008. The minutes from this meeting are published on our website at
[1]www.lancaster.gov.uk , however a copy is attached.
I am not aware of any documentation advising us of any change of Local
Government Ombudsman for this Council.
