Freedom of Information Request 65661

I refer to your request made under the Freedom of Information Act 2000 in which you requested information the following information

  1. The number of allotment plots per site

  1. The number of vacant allotments

  1. The number of disused or derelict allotments

  1. The number (not identity) of allotment holders who have multiple allotment plots on the site

It has been identified that there are 24 allotment sites relating to your request and to provide the information the following measured would have to be taken.

One officer would need to arrange a meeting with each secretary at an average of 5 minutes per secretary, travel to and from each allotment site at an average of 45 minutes travel time per site, meet with each secretary to inspect information held and retrieve requested information at an average of average 60 minutes, meaning the average time to gather all information requested from one allotment site is 110 minutes.

One officer 110 minutes per case = 110 x 24 = 2,640 minutes ÷ 60 = 44 hours.

Section 12 (1) Section 1(1) of the FOIA places a duty on public bodies to provide data as requested. However, it does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit. The appropriate limit is considered 18 hours, on the basis of the above calculation we are not obliged under FOIA to provide this information as the cost of compliance exceeds appropriate limit.

Further information:-

Of the 418 remaining plots in the region of 78 are currently being recovered, 215 Are not recoverable without major costs due to flooding, overgrowth or infestation.

125 are under investigation.

List does not include any current abandoned sites
