Thank you for your request for information that was logged on 1 July 2009. You have requested the following information:
From the list of the councillors listed below which hold a Westminster Wide free parking permit (FOI Reference Number: 3645) which of those councillors were also registered on the councils 'pay by phone' parking system as of the 31st March 2009, thank you?

In response to your request I can advise you of the following:
The City Council does not provide councillors with pay by phone parking. Therefore any Councillor who has registered for Pay By Phone parking will have done so in a private capacity. Councillors and their families have a right to expect that data held about their private lives will not be disclosed into the public domain.
This information is therefore exempt from disclosure under Section 40 (2) of the Freedom of Information Act (Personal Data). This is because disclosure of this data would breach the Data Protection principles, particularly Principle 1: Fair and Lawful processing. This letter acts as a refusal notice in accordance with Section 17 of the Freedom of Information Act.
