I am writing in respect of your recent enquiry for information held by the Authority 
under the provisions of the Freedom of Information Act 2000. Please find the

How many social workers are there working in adult care?
The number of social workers at 03/07/09 for Adults and Communities = 
Headcount = 416  [each part-time staff member is counted separately] 
FTE = 393.34  [full time equivalents conflate part-time into whole] 
The Directorate also uses temporary agency social workers and their 
numbers are not included in these figures as they are not registered to the 
payroll system operated by the Human Resources department. 
 

How many of these are working with disabled people under 60?
 Headcount

How many adults are you providing some sort of community care service 
to in total?
The most recent Referrals, Assessments & Packages (RAP) Return 
submitted to the DoH in May states on Form P1 Community based 
services – 21,281 Adults (18+) received such services in the Reporting 
Year (01/04/08 - 30/03/09) 
The latest client data extract from CareFirst shows 23,232 adult clients 
with an open event as at 1st June 2009. 
 

How many allocated cases are there in adult care?
Of the current extract number 16,160 clients have an Allocated Worker 
relationship completed and of the remainder 1,752 clients have an 
Allocated Team recorded totalling 17,912 (77.1%) with allocations in all. 
 

How many unallocated cases are there in adult care?
 
The remainder from the above calculation for unallocated cases is 5,320 
 

What is the ratio of all adult care cases to each social worker?
 
Based on the figures above, the average case per social worker is: 
 
55.9 based on the headcount 
 
59.1 based on the full time equivalent 
Please note this average would be reduced if the number of agency social 
workers was available to be used in the calculation. 
 

What is the average time between referral for a service and assessment of 
needs? What is the average time between referral and provision of the 
necessary service?      
RAP Form A7 Length of time from first contact to completed 
assessment
 for new clients - analysis of the base data for the time bands 
for all client groups gives an average time of 26.1days for the year 08-09. 
RAP Form A8 Length of time from completed assessment to receipt of 
service for new clients - analysis of base data for all clients (excluding 
those within Occupational Therapy Service because equipment and 
adaptations are not recorded on the CareFirst system as services and so 
we cannot measure an elapsed time) gives an average of 26.9 days for the 
latest reporting year 08 - 09. Therefore the best figure we can estimate 
(without considerable additional effort) for the average time between 
referral and provision of service is 53 days
