FREEDOM OF INFORMATION REQUEST
I write in connection with your request for information dated 24th July 2008, which was received by Cumbria Constabulary on that date. I note you seek access to the following information:-
I am requesting basic information on diversity training carried out after the publication of the Macpherson report into the death of Stephen Lawrence. Could you please provide information relating to the following three questions:
1. How many "Diversity" training courses has your Constabulary provided in the period 1999-2008?
2. What was the target group of those courses, i.e: all staff, police officers, police staff, staff of a particular rank/grade, etc.
3. What was the duration of the courses in terms of days/ hours.
FYI, please see the following clarifications regarding the above questions:
i) By 'diversity' I refer to any course aimed at meeting the training recommendations of the Lawrence report or subsequent training related to awareness of issues of race, prejudice, sexual orientation, religion or gender.
ii) I am interested in all types of diversity training including both stand alone courses or diversity elements within courses, where the identification of that element is easily recognisable and its inclusion in your report is unproblematic
iii) I am not concerned with the diversity training contained within the Probationer Training Program or the IPLDP, and do not require any information regarding diversity training undertaken as part of basic probationer training.
iv) Where the diversity training is self-directed or e-learning without a fixed duration, I would request that an estimate on the number of study hours required for its completion is provided instead of information on course duration.
v) I do not require any information on the number of participants involved in any course, the completion rates, or any detailed information on course content, delivery method or evaluation.

I understand that an e-mail seeking some clarification about your request was sent to you on 29th July, from Constable David Hetherington of the Constabulary Diversity Unit, although at the time of writing I understand that no response has been received.
Notwithstanding this, work has been undertaken on the basis of our interpretation of your request and I am able to provide you with the following information which I hope will be of interest to you. The information relates to the different types of Diversity training provided by the Constabulary between 1999 and 2008.
Race & Diversity Awareness Course - All Staff and Police Authority members - 3 days classroom duration;
Race & Diversity Awareness - All Supervisors (Police and Police Staff) - 2 days classroom duration;
Race & Diversity Induction - All newly inducted Police Staff - 1 day classroom + distance learning workbook (6 hrs completion time);
Race & Diversity Equality Impact Assessment training - Policy writers/owners - 4 hours classroom duration;
Race & Diversity Awareness - Police Community Support Officers - 1 day classroom duration;
Race &Diversity Awareness - Victim Support Volunteers - I day classroom duration;
CLDP Hate Crime - Supervisors both Police & Police Staff - 4 hours classroom duration;
Race & Diversity Awareness - Independent Custody Visitors - 1 hour classroom duration;
Investigating Hate Crime - Professional Standards Investigators & Independent Police Complaints Commission Investigators - 1 day classroom duration;
Hate Crime/Incident workbook - Communication Centre Staff - 1 hour distance learning completion time;
Race Relations Amendment Act workbook - All Staff - 2 hours distance learning completion time - (Mandatory PDR objective);
Disability Discrimination Act workbook - All Staff - 2 hours distance learning completion time - (Mandatory PDR objective);
Gender Equality Duty workbook - All Staff - 2 hours distance learning completion time - (Mandatory PDR objective);
NPIA produced PRDLDP e-learning and/or workbooks for Age and the Police, Disability and the Police, Diversity and the Police, Gender and the Police, Race and the Police, Religion and Belief and the Police, Sexual Orientation and the Police - available to all staff as a resource when a developmental need is identified or as reference material. - All Staff - Between 2 and 4 hours for full completion depending on workbook/e-learning material.
