Thank you for your e-mail of 24 June 2009 (20:51) under the Freedom of Information Act 2000.

You asked: “Given that responsibility for Phorm has been passed to the ICO ,and as the ICO has no powers under RIPA 2000 act,this would imply that the government is of the opinion that Phorm does not breach the act. In that case could you please supply
any correspondence between DBIS and the ICO which supports or
explains this decision.
