PRIVATE HIRE DRIVERS'
LICENSING CONDITIONS
If any driver of a private hire vehicle causes, suffers, or permits, any breach of the following conditions their licence may be revoked, suspended, or not renewed, at the Council's discretion.
A Liverpool licensed private hire driver shall:-
Immediately notify the Council of any conviction recorded against them.
Notify the Council of any change of address within seven days.
Before commencing any journey for which a fare is to be charged, ensure that the vehicle is in good repair and order, free from mud, oil and road dirt and in every way fit for the purposes of private hire.
Ensure that the vehicle licence plate is not deliberately or negligently concealed from view and that one photo-identity card issued by the Council is worn on the person and another similar card is clearly displayed inside the vehicle.
Ensure that a statement of fares or mileage charges is displayed inside the vehicle, clearly visible to any passenger.
Not convey a greater number of persons than the vehicle is licensed to carry.
Only allow one passenger, who must not be under ten years of age, to be carried in the front passenger seat.
Not permit any person to be carried in the vehicle without the verbal consent of the hirer.
Having agreed to be in attendance with the vehicle at an appointed time and place, punctually attend at the agreed time and place.
Behave in a civil and orderly manner, and take all reasonable precautions to ensure the safety of persons conveyed in, or alighting from, the vehicle.
When requested by a passenger, convey a reasonable quantity of luggage and assist in loading or unloading it and afford reasonable assistance in removing it to or from, a building or place which they may take up or set down the passenger.
Shall not smoke, or operate a radio receiver, other than that used in connection with the hiring of the vehicle, except with the consent of the hirer.
Report to the Council within 24 hours any failure to complete a journey for any cause whatever. In such circumstances no fare, or part fare, shall be demanded in respect of any distance travelled.
Not drive an unlicensed vehicle for hire and reward.
Carry any guide or hearing dog accompanying any disabled passenger
and allow it to remain with the passenger without any additional charge
for doing so. Except where the driver has been issued with a certificate
of medical exemption and a notice of this has been affixed to the
windscreen of the vehicle facing outwards or has been placed in a
prominent position on the dashboard.
