Request
How much money did BCC receive for transforming social care. Please tell me
what the transformation money for social care has been spent on. I would like a
break down of this and to know what amount of this is being spent on improving
independent living for disabled adults
Response
Birmingham City Council received £1,973,000 from the Social Care Reform
Grant. Details of the purpose of the grant and the areas of service transformation
on which the money can be spent are given in the Local Authority Circular
LAC(DH) (2008) 1 which is available on the Department of Health website
www.dh.gov.uk
Within Birmingham the Older Adults Service received £1.5m from the Social Care
Reform Grant in 2008/10, and this was used to support reform of services to
older people.
Under the Older Adults Modernisation Strategy, the service is transforming adult
social care away from reliance upon traditional residential settings to one which is
person centred, prioritizing independent forms of care. To this end, the service
has opened four specialist care centres across the City to be funded from
disinvestment in elderly peoples homes.
Specifically, the Grant was used to support staffing costs during the transition
period, as the move to new forms of care led to some dual running costs covering
the time between the opening of the centres, and the phased closure of
designated elderly peoples homes and the associated release of budget.
Within the Younger Adults service £210,000 was allocated to the Physical
Disabilities service. This was used to assist with the modernising of Day Care
services, specifically to support reprovision following the closure of Bordesley
Green.
The remaining £263,000 was allocated to the Business Transformation work in
Adults and Communities for the remodelling of social care services.
Please note that funding of the Transformation programme in the Directorate has
also come from internal allocations within the Council. Details are publicly

in Birmingham’ section where there is the Cabinet report for the Full Business
Case on the Transformation programme with its funding and programme.
