Sorry for the delay in responding
Part of this junction has been made “unenforceable” on CCTV, despite the whole
thing having DfT approval.
The issues are
1) It is alleged that the exit is not visible from the entry, and therefore drivers
can’t make a proper decision on whether it’s appropriate to enter
2) There’s some belief amongst drivers that part of the ybj is unnecessary
(around the traffic island) because cars stationary here do not cause an
obstruction
The CCTV staff are refraining from enforcing where these considerations apply, and
have done so since mid August, so no controversial PCNs should be in your
workload. All I would ask is that if these factors are raised in mitigation and the
CCTV makes it look credible, please exercise discretion and cancel to ensure we are
consistent with our current enforcement policy
