Dear Ms Shrive,

I am writing in response to your latest communication to this Department dated 10^th July 2009. In that e-mail you said:

“Are you telling me Dept of Transport doesn't know the below who can

progress.

Is it legal for a skip lorry to block the road so one can't turn

round?

If you need clarification with no ability to comprehend don't do

the job as the above requires understanding and resolution ??!!! .

So request a review with someone not on a remit to not understand.”
