THE LOCAL AUTHORITIES (ALCOHOL CONSUMPTION IN DESIGNATED PUBLIC PLACES) REGULATIONS 2001
NOTICE OF A PROPOSAL TO MAKE A DESIGNATION ORDER
Notice is hereby given that the Council of London Borough of Tower Hamlets intends to make a Designation Order under the above Act.
The Designation Order will mean that if a constable reasonably believes that a person is, or has been consuming intoxicating liquor within the designated public place or intends to consume intoxicating liquor in such place then the constable may require the person concerned-
not to consume in the place anything which is, or which the constable reasonably believes to be, intoxicating liquor;
to surrender anything in that person's possession which is, or which the constable reasonably believes to be, intoxicating liquor or a container for such liquor (other than a sealed container) and the constable may dispose of anything surrendered in such manner as the constable considers appropriate.
A person who fails without reasonable excuse to comply with a requirement imposed on that person commits an offence. The maximum penalty on conviction will be a fine not exceeding level 2 on the standard scale (£500 as at 25th June 2006).
The following 2 areas situated within the London Borough of Tower Hamlets are proposed to be designated:
Area 1
All public places (including parks and open spaces) bounded by and including the following roads:
East along Commercial Road, London E1 (from Manningtree Street, London E1) to Cavell Street, London E1
North up Cavell Street, London E1 to Whitechapel Road, London E1 and then continuing across Whitechapel Road, London E1 north into Brady Street, London E1
North along Brady Street, London E1 past Swanlea School and the Jews' Burial Ground
West and then north along the boundary of the Jews' Burial Ground until Granary Road, London E1
South along Granary Road, London E1 to Selby Street, London E1
West along Selby Street, London E1 to Vallance Road, London E1
South along Vallance Road, London E1 to Old Montague Street, London E1
West along Old Montague Street, London E1 to Greatorex Street, London E1
South along Greatorex Street, London E1 to Whitechapel Road, London E1
West along Whitechapel Road, London E1 into Whitechapel High Street, London E1 and continuing west to Commercial Road, London E1
South along Commercial Road, London E1 to Manningtree Street, London E1
Area 2
The totality of Bethnal Green Gardens, London E2 (including the Children's Museum, Museum Gardens and Paradise Gardens)
Cambridge Heath Road, London E2 from Malcolm Place, London E2 north to Old Ford Road London E2
Roman Road, London E2 east from Cambridge Heath Road, London E2 to Victoria Park Square, London E2

The closing date for receipt of representations is Wednesday, 2nd August 2006.
