Criminal Justice and Police Act 2001 
The Local Authorities (Alcohol Consumption in Designated Public Places) Regulations 2007 
The City of London Corporation has made a Designation Order under the provisions of the above 
legislation to come into effect on 1 January 2008 
 
The Designation Order means that if a police constable reasonably believes that a person is, or has 
been consuming intoxicating liquor within the designated public place or intends to consume 
intoxicating liquor in such place then the constable may require the person concerned:- 
 
(a)  Not to consume in the place anything which is, or which the constable reasonably believes to be, 
intoxicating liquor; 
(b)  To surrender anything in that person’s possession which is, or which the constable reasonably 
believes to be, intoxicating liquor or a container for such liquor (other than a sealed container) 
and the constable may dispose of anything surrendered in such manner as the constable considers 
appropriate. 
 
A person who fails without reasonable excuse to comply with a requirement imposed on that person 
commits an offence.  The maximum penalty on conviction will be a fine not exceeding level 2 on the 
standard scale currently £500. 
 
The effects detailed above apply equally at all times to persons outside the following categories of 
premises:- 
i)  Premises in respect of which a premises licence has effect which authorises the sale of alcohol 
during the times they are being used for the sale of alcohol and within 30 minutes thereafter. 
ii) 
Premises as in (i) above but outside those times. 
iii)  Premises in respect of which a club premises certificate has effect which certifies that the 
premises may be used by the club for the supply of alcohol. 
iv) 
A place which is within the curtilage of premises in i) ii) or iii) above. 
v)  Premises which by virtue of a Temporary Event Notice under Part 5 of the Licensing Act 2003, 
may for the time being be used for the supply of alcohol or could have been so used in the last 30 
minutes. 
vi)  A place where facilities for the consumption of alcohol are for the time being permitted by virtue 
of a “tables and chairs” licence under the Highways Act 1980. 
 
The area designated in the Order is the Middlesex Street Estate and the adjacent streets, Gravel Lane, 
White Kennet Street, Harrow Place and Middlesex Street together with that part of Middlesex Street 
within the City of London from Gravel Lane to Sandys Row. 
The premises within the area currently the subject of premises licences under the Licensing Act 2003 
permitting the sale of alcohol are as follows:
