Request for Information - Freedom of Information Act 2000
I am writing in respect of your recent enquiry for information held by the Authority under the provisions of the Freedom of Information Act 2000. Please find herewith the following:
Question 1
What is your procedure regarding placing a job vacancy advert for any positions within your FOI/DP/Information Governance Departments? Specifically do you have a contract with an external recruitment agency? If so, please provide me with the company name, address and the job title of the person who would be your chief
contact.
Response
All job vacancies go through a rigorous internal clearance procedure. Clearance is based on a number of criteria's identified in the business case outlined by the manager and agreed by the Strategic Director i.e.: statutory requirement, business critical and non business critical. If the vacancy is cleared by the appointed moderation panel, the vacancy is then processed for clearance via the 'priority movers' team. If any internal matches are identified, a selection process is pursued. Should no 'priority movers' be identified, the vacancy is advertised internally to the organisation, all normal Birmingham City Council Recruitment and Selection practices are maintained. Should there be no successful 'internal' applications an external advert may be considered.

An external advert may consist of an advert on the Birmingham City Council website, or in appropriate circumstances, a creative advert may be produced by our current advertising agency. 'BARKERS', cost and media details will differ as this is dependant on the type of role being advertised.
Question 2
Please provide me with a breakdown of the total costs charged to you the last time you advertised such a vacancy and please provide me with a list of the publications that the advert appeared in, the title of the job vacancy and the number of applicants that applied.

Two jobs that is relevant:
F4352 - Corporate Information Governance Officer - IRF 2, no costs - internal advert only, closing date 4 May 2007. 8 applicants.
C0476 - Policy Officer - Policy and Partnership Governance - IRF 43, no costs, internal advert only, closing date 12 May 2008. 5 applicants.
If you are not satisfied with the response you may ask for an internal review. If subsequently you are not satisfied with the Council's decision you may apply to the Information Commissioner for a decision. Generally, the ICO cannot make a decision unless you have exhausted the complaints procedure provided by the Council. The Information Commissioner can be contacted at the following address:
