With regards to you further query on FOI 3841, we can respond as follows:
Regarding question 4, I understand WCC didn't analyse the results but my question clearly asks how recommendations were made from the results. To clarify, what did WCC do with the results from SDG and how did the results affect WCC policy?
The information WCC produced went into the Policy & Scrutiny report so became part of a much larger report which was put in front off the Committee and feedback from the meeting and the report then guided policy.
Regarding question 5, I understand the summary is available but can I have a copy of the following:
a) A report on the findings from the survey with cross analysis by vehicle type groups. Westminster City Council conducted an on-street survey where they approached end users of the pay by phone motorcycle parking bays. Please may I have a copy of the results from Westminster's most recent M/C on street survey. I believe this took place either late or early 2009.
In response to your request I can advise you of the following:
On-street survey - In January and February 2009 Steer Davies Gleave was commissioned by Parking Services to carry out an on-street survey of motorists. A summary of the questions specific to the motorcycle parking scheme is below. Interviews were conducted with 628 motorists across 6 locations. Only 68 (10.8%) of all respondents indicated they were Westminster residents. 295 respondents (47%) indicated they were motorcyclists, of which 17 (2.7%) stated they live in Westminster. Figures for frequency and length of time of parking are given in the following tables for these 295 motorcyclists.

With regard to the motorcycle parking charge the table below details the support and opposition for the £1.50 charge amongst the 628 motorcyclists questioned. As would be expected car drivers were less opposed to the charge than motorcyclists.

Motorcyclists were additionally asked their opinions on security devices. Almost 52% wanted to see more ground anchors, significantly more than any other type of security device.
Of the 295 motorcyclists 78% were aged between 24 and 44 and an overwhelming majority were male (92.5%), with only 22 (7.5%) female respondents.
b) One set of computer tables with two pages of crossbreaks
The computer tables are included in the final report as an appendix.
c) One Excel spreadsheet with the topline findings
The top line findings were included in the report and then made into the full set of tables.
d) SPSS file of the final coded and weighted dataset
It was decided post tender that SPSS was not required so this does not exist.
As described in the tender specification?
Regarding the tender specification limits:
Why were under 19's not included? Is it because under 19's are less likely to have a debit/credit card and/or mobile telephones to operate the scheme? Mopeds and others can be ridden from age 16 upwards.
It was over 19 because the respondents were a mix of all road users and has been an age used in previous surveys so is more useful to review against previous surveys.
