The mayor of Bourne came in to see me today and is really angry. She has had lots of complaints about the English flag not flying up at the town hall. She spoke to caretaker Ian Bland, who was apparently told by SKDC that he can't put it up for health and safety reasons.[Author ID1: at Tue Jun 9 17:37:00 2009 ][Author ID1: at Tue Jun 9 17:37:00 2009 ]

Hi David[Author ID0: at ]
I have spoken to Ian about this and Helen and we need a quote for the paper. [Author ID0: at ]
I've drafted a quote below - can you let me know before 9.30 Thursday if you are happy with this. In doing this we are saying that we will be looking into the matter - will this be the case?[Author ID0: at ]
Thanks[Author ID0: at ]

On first sight this might seem to be a case of health and safety gone mad. However putting up the flag at Bourne Town Hall is not as simple as pulling a rope and raising it into place. As you know, the flag didn't fly at Bourne Town Hall on St George's Day for health and safety precautions. [Author ID1: at Tue Jun 9 17:33:00 2009 ][Author ID1: at Tue Jun 9 17:33:00 2009 ]

Subject: Flag
Hello,
My questions are:
Is this the first year a flag has not been flown on St George's Day?
If so what has precipitated the change? Has there been a health and safety review? When was that held?
Are there any plans to install a proper flag pole outside the town hall?
Will it ever be possible to fly a flag from the town hall again?
We are a national press agency and this story will be going out to all the national papers today. If you could try to find out the answers from the relevant people within the council today it would be much appreciated.
Best regards,

Hi Dave
Paul - are you happy with what we are promising?
David Popple, Cultural Services Manager at SKDC said, “We are looking at possible solutions to this problem including extending the flag pole. We will do this as soon as we can and we will be bale to fly flags on future occasions.”

PRESS STATEMENT RE: BOURNE FLAGPOLE - MAY 19 2009
Said SKDC's corporate head Paul Stokes: “Firstly, I would like to apologise for our delay in finding a solution to the recent problems we have had in raising the Union Flag at Bourne Town Hall. It was never our intention to cause any distress to the brave members of our armed forces, or the people of Bourne.
“I can assure everyone that we are implementing a short-term solution which will allow the flag to be raised both for the Queen's Birthday on June 13 and Armed Forces Day on June 27. I would like to stress that we are finalising a longer term solution which will allow the Union Flag to be raised on all future occasions. I would like to thank the people of Bourne for their patience with us but I guarantee that the flag will fly in June.”
