SHEFFIELD CONSERVATION ADVISORY GROUP

The Board noted the minutes of the meeting of the Sheffield Conservation Advisory Group held on 21st October, 2008.

5.

SITE VISIT

RESOLVED: That the Director of Development Services, in liaison with the Chair, be authorised to make arrangements for a site visit in connection with any planning applications requiring a visit by members prior to the next meeting of the Area Board.

6.

OBJECTIONS TO TREE PRESERVATION ORDER 808/377: TAPTONVILLE ROAD AND CROOKES ROAD

The Director of Development Services submitted a report outlining his response to an objection received to Tree Preservation Order No. 808/377 which had been made in respect of trees on land belonging to the University Halls of Residence at the junction of Taptonville Road and Crookes Road. The report explained that the objection related to the University seeking clarification on the trees to be protected and over concerns in respect of inconsistencies in the tree survey that had been undertaken by the City Council. A meeting was held with the University and their Arboricultural consultants to undertake a joint survey of trees included in the Order. As a result, the Tree Preservation Order Plan was amended to reflect the actual position of the trees and was re-issued to the University.

The objection letter received from the University of Sheffield was attached as an appendix to the report now submitted.

RESOLVED: That following consideration of the objections, as now reported, Tree Preservation Order No. 808/377 in respect of trees at the University Halls of Residence, on Taptonville Road and Crookes Road be confirmed as a modified Order.

7.

APPLICATIONS UNDER VARIOUS ACTS/REGULATIONS

RESOLVED: That (a) the applications now submitted for permission to develop land under the Town and Country Planning Act 1990 and the Regulations made thereunder and for consent under the Town and Country Planning (Control of Advertisements) Regulations 1989 be decided, granted or refused as stated in the Schedule contained in the minute book of this Area Board for this date and the requisite notices issued; the granting of any permission or consent shall not constitute approval, permission or consent by this Area Board or the Council for any purpose other than that mentioned in such Schedule;

(b) in connection with the decision to refuse an application for planning permission under Section 73 to vary Condition 5 of Case No.06/04588/FUL in respect of extending the opening hours of a restaurant from 2330 hours to 0200 hours except on Sundays at 557 Ecclesall Road (Case No. 08/05262/FUL), officers be requested to urgently submit a report to Cabinet on a food/drinks/entertainment policy for the Sharrow Vale/Ecclesall Road area, that reflects the changing pattern on the requirements of such facilities and that would inform the Board when determining applications;

(c) an application for planning permission under Section 73 to vary Condition 4 in respect of Case No.96/5151P concerning allowing deliveries to the Co-Op Store to take place between 0700 hours to 1800 hours weekdays and 0800 hours to 1800 hours weekends and bank holidays, at Devonshire Terrace Road (Case No.08/05087/FUL) be granted, conditionally, subject to (i) (A) Condition 7 being amended by (1) the addition of the words “between 0700 hours and 0800 hours Monday to Saturday” prior to the words “shall be” and (2) the substitution of the words “as submitted by e-mail (dated 14th November, 2008)” for the words “documents submitted with this application” and (B) an additional Directive in respect of managing delivery operations, as detailed in a supplementary report circulated at the meeting and (iii) an additional condition being attached stating that the permission was temporary for a period of one year from the date on the Decision Notice;

(d) following consideration of further representations from the applicant and Broomhill Neighbourhood Group and it being noted that the required Legal Agreement had been completed, as detailed in a supplementary report circulated at the meeting, an application for planning permission for the demolition of an existing building and erection of a 1x4 storey building with library (Class D1) and restaurant (Class A3) on the ground floor, with 10 apartments above, at the site of 9 to 13 Ashgate Road (Case No.08/04495/FUL) be granted, conditionally, subject to (i) an amendment to (A) Condition 2 by the removal of all brackets within the paragraph, (B) Condition 12(c) by the substitution of the noise rating curve “NR25” for the noise rating curve “NR2” for bedrooms and (C) Condition 16 with the substitution of the words “open area immediately in front of the restaurant” for the word “terrace” and (ii) additional conditions in respect of (A) inclusive access and facilities for disabled people with a requirement for such facilities to be retained and (B) the proposed Mobility Housing apartments and a requirement the apartments be retained, all as detailed in the aforementioned supplementary report;

(e) in connection with the decision to grant, conditionally, an application for planning permission for the erection of a detached dwellinghouse within the curtilage of 38 Laverdene Avenue (Case No.08/04413/FUL), an additional condition be attached in respect of all hard surface areas within the site, as detailed within a supplementary report circulated at the meeting;

(f) in connection with a decision to refuse planning permission for the use of a dwellinghouse as a house in multiple occupation, including alterations to form additional rooms in the basement at 17 Wilkinson Street (Case No. 08/03437/THU), Reason 2 for refusal be deleted and authority be given for the Assistant Chief Executive, Legal and Governance to take all necessary action including, if necessary, enforcement action and the institution of legal proceedings to secure the cessation of the unauthorised use of the building as an eight bedroomed house in multiple occupation through the termination of the use of the basement level as bedroom accommodation (bedrooms 7 and 8) and the removal of the light well and railing around the light well to the front of the property at 17 Wilkinson Street;

(g) in connection with the decision to refuse an application for planning permission for the use of land as residential curtilage, erection of decking to the rear of the cowshed, construction of a clock tower on the cowshed roof and associated landscape works, including creation of ponds at the Coach House, High Lane, Ridgeway (Case No.07/02033/FUL), (i) Reason 2 and 3 be amended to state that the Board considers that the design of the clock tower was contrary to Policies GE1, GE3, GE4, GE8, BE5, BE15 and BE19 of the Unitary Development Plan and Planning Policy Guidance Notes 2 and 15 and (ii) authority be given for the Assistant Chief Executive, Legal and Governance to take all necessary steps including, if necessary, enforcement action and the institution of legal proceedings to secure (i) the cessation of the unauthorised use of land as residential curtilage, (ii) the removal of the unauthorised timber decking and the removal of the ponds with the reinstatement of the land to its original levels, (iii) the removal from the land of all materials and equipment associated with the unauthorised use of land and (iv) the removal of the unauthorised clock tower on the cowshed roof and the reinstatement of the roof at the Coach House, High Lane, Ridgeway;

(h) an application for planning permission for the partial demolition of an existing church building and the erection of six terraced dwellinghouses with off-street car parking to the rear and associated landscaping at the site of Hanover Methodist Church, 23 and 25 Filey Street (Case No.08/03016/FUL), be granted, conditionally, subject to (i) the completion of a Legal Agreement and (ii) an additional condition being attached in respect of hard surfaced areas within the site, as detailed in a supplementary report circulated at the meeting;

(i) in connection with the decision to grant, conditionally, an application for planning permission for the erection of 11 apartments in a 1x3 storey block, in accordance with the amended plans dated 12th November, 2008, at Grant and McAllin, Manvers Road, Beighton (Case No.08/04800/REM), (i) it be noted that the Legal Agreement had been completed and (ii) Condition 3 be amended by the addition of the words “surround to archway” to the list of items to be approved in writing;

(j) in connection with a decision to grant, conditionally, an application for planning permission for the erection of 12 apartments with associated car parking and landscaping, in accordance with the amended plans dated 13th November, 2008, on land opposite 2 to 6 Portland Road (Case No. 08/04736/FUL), (i) it be noted that the Legal Agreement had been completed and (ii) Condition 6 be amended by the addition of the words “access ramps” to the list of items to be approved; and

(k) following consideration of additional information stating that the developments were subject to a Legal Agreement and it being noted that the Legal Agreement had been completed, as detailed in a supplementary report circulated at the meeting, an application for planning permission for alterations and extensions to a doctor's house and surgery to form six self-contained living units, erection of a rear external stairway to the first-floor level and provision of associated car parking accommodation and landscaping works at 112 and 112A Charnock Dale Road (Case No.08/04682/FUL) be granted , conditionally, subject to an additional condition being attached in respect of hard surfaces within the site, as detailed in the aforementioned supplementary report.

(NOTE: 1. Councillors Brian Holmes, Denise Reaney and Alan Whitehouse voted against the decision to grant planning permission for the demolition of an existing building and erection of a 1x4 storey building with library and restaurant on the ground floor, with 10 apartments above, at the site of 9 to 13 Ashgate Road (Case No.08/04495/FUL) and asked for their votes to be recorded accordingly.

2. Councillor Alan Whitehouse voted against an application for planning permission for the use of a building for food preparation and as a catering business at 428B Ecclesall Road (Case No.08/03935/CHU) and asked for his vote to be recorded.

3. An application for planning permission for the use of a building as a dwelling and home working office at 10 Long Line (Case No.08/04550/CHU) was withdrawn from consideration).

8.

ENFORCEMENT OF PLANNING CONTROL

21 to 23 North Church Street

The Director of Development Services submitted a report on his investigation into a complaint received concerning a breach of planning control relating to the unauthorised use of a building as a bar/night club at 21 to 23 North Church Street. The report explained that planning permission was granted on 27th October, 1981, for the development to be used as a restaurant, but was now being used as a bar/night club. An investigation determined that a change of use had occurred and that the owner had not submitted a retrospective planning application or applied for a Certificate of Lawfulness Use.

RESOLVED: That authority be given for the Assistant Chief Executive, Legal and Governance, to take all necessary steps including, if necessary, enforcement action and the institution of legal proceedings to secure the cessation of the use of the premises as a bar/night club at 21 to 23 North Church Street.

78 Norfolk Road

The Director of Development Services submitted a report on his investigation into a breach of planning control in respect of the erection of an unauthorised conservatory and gazebo at 78 Norfolk Road. The report explained that an application for planning permission for the erection of a side and rear conservatory (Case No. 08/00162/FUL) was refused planning permission on 2nd March, 2008. It was stated that the period to appeal to the Planning Inspectorate against the decision of the City Council to refuse planning permission had now lapsed.

It was considered that the siting, scale, form and massing of the conservatory and wooden gazebo had resulted in highly visible features which detracted from the character of the property, the street scene and Conservation Area and, as such, was contrary to Policies H14, BE5 and BE16 of the Unitary Development Plan and Guideline 2 of the Supplementary Planning Guidance on Designing House Extensions.

RESOLVED: That (a) authority be given for the Assistant Chief Executive, Legal and Governance, to take all necessary action including, if necessary, enforcement action and the institution of legal proceedings to secure the removal of the unauthorised conservatory and gazebo at 78 Norfolk Road; and

(b) officers be requested to investigate any damage caused to trees which had been enclosed within raised planting beds and that were protected by virtue of them being within a Conservation Area at the aforementioned property.

9.

APPEALS

The Board noted that the Secretary of State had:-

(a) received appeals against the decision of the City Council to refuse planning consent:-

(i) at its meeting held on 29th October, 2007, for the retention of a rear balcony at 12 Hardwick Crescent (Case No 07/03210/FUL);

(ii) at its meeting held on 16th June, 2008, for the retention of the front walls and hardstanding at 29 Violet Bank Road (Case No 08/01024/FUL) and in respect of the associated Enforcement Notice;

(iii) at its meeting held on 13th October, 2008, for the erection of a dwellinghouse at 20 Low Edges, Chesterfield Road South (Case No 08/03142/FUL); and

(iv) under delegated powers, for the erection of 3 antennas located on the roof and enclosed chimneys and associated equipment cabinets at Henry Hall, 31 Union Road (08/01064/TEL);

(b) allowed appeals against the decision of the City Council to refuse planning consent:-

(i) at its meeting held on 31st March, 2008, for the erection of 5 dwellinghouses at 79 Dore Road (Case No 06/04871/FUL);

(ii) at its meeting held on 21st January, 2008, for the retention of boundary railings and gate to the front of dwellinghouse at 88 Montgomery Road ( 07/02713/FUL);

(iii) under delegated powers, for the erection of front dormer windows to both houses at 14 and 16 Cemetery Avenue (08/01155/FUL); and

(iv) under delegated powers, for the use of a warehouse as general industry at Arch 8, Wicker Arches (Case No 08/00191/CHU); and

(c) dismissed appeals against the decision of the City Council to refuse planning permission:-

(i) at its meeting held on 17th December, 2008, for a smoking shelter at Sheffield Lane Top WMC and Institute, Hatfield House Lane (Case No 07/03809/FUL);

(ii) under delegated powers, for a single storey rear extension and erection of front and rear dormer windows at 17 Rosedale Road (Case No 08/00864/FUL);

(iii) under delegated powers, for the erection of detached double garage with study/games room over at 2 Broad Elms Close (Case No 07/04490/FUL);

(iv) under delegated powers, for outline planning permission for erection of 3 dwellinghouses at 39 Junction Road, Woodhouse (Case No 08/00341/OUT); and

(v) under delegated powers, for a 12metre high telecommunications monopole with 3 antennae at the Vodafone Telecommunications mast near the junction with St Aidans Road (Case No 08/004445/TEL).

PETITIONS

Outstanding Petitions List

The Board noted a report of the Director of Development Services setting out the position on outstanding petitions that were being investigated.

New Petition

The Board noted, for investigation by Officers and reporting back to a future meeting, the receipt of a petition containing 10 signatures concerning overgrown trees on Dalewood Avenue.

Petition Requesting Traffic Management on Ashdell Road, Ashdell and Westbourne Road (North East)

The Director of Development Services submitted a report on his investigation into a petition containing 28 signatures which had been reported to this Board at its meeting held on 19th November, 2007, requesting that the City Council implement proposals originally made in 2001 for a one-way system on Ashdell Road and the North section of Westbourne Road, between Ashdell Road and Glossop Road. The report referred to a programme of traffic management proposals for the Broomhill area that had been designed in 2001 and the consultation that had been undertaken. Following comments received from the consultation, it was decided to withdraw a proposed one-way system for Ashdell Road, Ashdell at the Northern part of Westbourne Road. This was in view of comments received from residents and as it would have channelled all traffic from Ashdell Road on to Ashdell which was a traffic calmed road with a high level of child pedestrian movement from Westbourne School and would have created a lengthy diversion for vehicles. It was stated that a revised scheme was consulted upon for the Broomhill area and agreed by the former South Planning and Highways Area Board at its meeting held on 30th September, 2002.

In referring to the accident record for Ashdell Road, Ashdell and Westbourne Road and the reasons for not commencing the originally proposed one-way system, it was concluded that the petitioners' further request should not be supported.

The Board heard representations from the lead petitioner, as detailed in a prepared statement, which included traffic noise and pollution in the area and the need to consider re-introducing the one-way system or other possible schemes for the location.

RESOLVED: That (a) as detailed in the report now submitted, the request for a one-way system on Ashdell Road, Ashdell and Westbourne Road (North East) be not supported; and

(b) the lead petitioner be informed accordingly.

(NOTE: Councillor Alan Whitehouse voted against the above resolution and asked for his vote to be recorded accordingly).

Petition Requesting the Provision of Controlled Pedestrian Crossing Facilities at the Junction of Blackstock Road and Gleadless Road

The Director of Development Services submitted a report on his investigation into a petition containing 600 signatures requesting controlled pedestrian crossings across Blackstock Road at or near its junction with Gleadless Road and at Gleadless Road close to its junction with Blackstock Road. The report stated that, whilst it was difficult to introduce pedestrian crossing at the signalised junction, an assessment had been undertaken on the installation of two separate crossings on Gleadless Road on the south east side of its junction with Blackstock Road and Blackstock Road close to its junction with Gleadless Road. However, the outcome of the assessment had shown that the proposed crossings had not scored highly compared to other new requests elsewhere.

In view of further concerns over using a subway at the location, it was explained that issues concerning the lighting had now been rectified.

The Board heard representations on behalf of a local Ward Councillor highlighting the need for crossings at the location, in view of the high level of traffic at the location and in view of the number of crossings provided on other busy roads in comparison. In response, the Director of Development Services stated that the crossing schemes had been assessed and prioritised with other scheme requests.

RESOLVED: That (a) the lead petitioner be advised of the outcome of the City Council's Priority Assessment procedure for controlled pedestrian crossings at the junction of Gleadless Road and Blackstock Road and that the petitioners' specific request could not be progressed at this time; and

(b) the situation be monitored with a view to investigating the provision of separate, free-standing control crossings on Gleadless Road and Blackstock Road in the future.

Petition Requesting the Provision of a Pedestrian Crossing on Abbeydale Road South at Dore Station and Parking Restrictions on Dore Road

The Director of Development Services submitted a report on his investigation into two letters and 61 signed forms that were being treated as a petition, requesting the provision of a controlled pedestrian crossing on Abbeydale Road South and parking restrictions on Dore Road. The report, in assessing the request for a pedestrian crossing, detailed the reasons why a controlled pedestrian crossing could not be introduced at the location. In respect of considering the on-street parking issues, as a park and ride facility for rail users was not available, four options were outlined. It was considered by officers that option 4 was the preferred solution at this stage, as it would prevent parking in the vicinity of driveways and thereby improve site lines. In addition, the chicane effect created by staggered parking would help to control the speed of through traffic.

The Board heard representations from a local resident on behalf of other local residents highlighting the problems in the area with regard to vehicles and parking and concerns over road safety. It was stated that in the absence of a dedicated Park and Ride facility, Option 4 was supported with the addition of waiting restrictions on Dore Road at its junction with Abbeydale Road South to the first residents' driveways.

RESOLVED: That (a) as detailed in the report now submitted, the reasons that a controlled pedestrian crossing on Abbeydale Road South and Dore Road could not be progressed at this time, be noted;

(b) it be noted that the Director of Development Services would be advertising the intention to make a Traffic Regulation Order, under delegated powers, introducing "staggered" parking restrictions on alternate sides of Dore Road, as detailed in the report now submitted and shown on the plan now exhibited, and that, subject to no objections being received or all objections received being resolved, the Order would be made in accordance with the Road Traffic Regulation Act 1984, as amended;

(c) the addition of waiting restrictions be investigated for both sides of Dore Road from its junction with Abbeydale Road South and the first driveways and, if appropriate, the measure be included in the above Order;

(d) the correspondents be advised of the aforementioned decisions accordingly; and

(e) this Board urges that a Park and Ride facility at Dore Station be actively pursued and a report on proposals to meet this requirement be submitted to a future meeting of this Board.

Kelham Island: Parking Arrangements

The Director of Development Services submitted a report on his investigation into a petition containing 12 signatures which was reported to this Board at its meeting held on 19th March, 2007, asking the City Council to re-appraise the access and parking arrangements for the Kelham Island area. The report explained that when the petition was submitted by members of the Kelham Island Community Alliance, the Inner Relief Road was still under construction. Following further meetings with the Group, a package of waiting restrictions for the area was due to be implemented through an Experimental Traffic Regulation Order. The Group had also stated it was satisfied, with the exception of access to Shalesmoor from Cornish Street, that the other access arrangements were working acceptably. It was explained that the Group had differing views on access arrangements from Cornish Street to Shalesmoor and responses were provided by officers on potential mitigation measures that they had suggested which included Russell Street and the Corporation Street "U"-turn and to further concerns over dangerous vehicle manoeuvres involving Cornish Street and the undertaking of an illegal entry to the Shalesmoor junction.

RESOLVED: That (a) (i)a decision in response to the report of the Director of Development Services concerning Kelham Island parking and access arrangements be deferred to allow for existing developments to be completed and travel patterns established and (ii) a further report be submitted to the Board within a year on the access issues to the area; and

(b) the layout of Cornish Street be investigated to remove the safety problems and illegal movements now reported and that the investigation be carried out in tandem with the Stage 3 Road Safety audit process and in liaison with the Kelham Island Community Alliance.

Greystones Road Proposed Zebra Crossing: Outcome of Consultation

The Director of Development Services submitted a report on the outcome of consultation on the proposed Zebra crossing for Greystones Road and seeking to implement the scheme, subject to minor changes following comments received. The report referred to the development of a Zebra crossing on Greystones Road outside Greystones Primary School, in response to a petition requesting such a facility and a decision of this Board at its meeting held on 14th April, 2008, to approve the design and construction of a road safety scheme for the location. Objections that had been received following consultation on the scheme, with regard to the proposed location of the crossing and the extent of the waiting restrictions, were detailed and officer responses to the objections were provided.

RESOLVED: That (a) (i) the objections, as now reported, in respect of the Greystones Road Zebra crossing scheme and relating to (A) the location of the Zebra crossing and the yellow lines on Greystones Road, be over-ruled and (B) the yellow lines on the side roads, be upheld, in principle, and their length be reduced in extent, and (ii) the Zebra crossing scheme be approved, as amended, and authority given for the Director of Development Services to issue the scheme for construction as part of the 2008/09 Local Transport Plan programme, as detailed in the report now submitted and shown on Plan No. TM-BN571-C01-B; and

(b) the objectors be informed accordingly.

Accident Saving Scheme: Abbeydale Road, London Road and Wolseley Road

The Director of Development Services submitted a report on his investigations into a petition containing 220 signatures, which had been reported to this Board at its meeting held on 19th November, 2007, requesting an Accident Saving Programme on Abbeydale Road, London Road, Wolseley Road and Chippinghouse Road and on the progress of an Accident Saving Project related to the petition. The report referred to traffic speed surveys undertaken which showed that 85% of drivers travelled at 27 mph or below, with only 6% exceeding the 30 mph speed limit. In view of the results, it was suggested that, following the Audit Commission's Changing Lanes Report (2007), Education, Training and Publicity initiatives be used with an innovative marketing campaign to promote safety. Consideration would also be given to engineering measures to help reduce the accident rate.

A briefing pack on "Our Roads, Our Safety" was attached as an appendix to the report now submitted.

The Board heard representations from a local Ward Councillor supporting the proposals for the area, but requesting that the report be deferred so that funding for the Education, Training and Publicity campaign was not committed until the engineering measures had been designed and costed for the location so that, if necessary, the campaign could be scaled down to pay for such measures. The areas of concern were also highlighted which included the junction of London Road/Abbeydale Road and Highfield Library and Wolseley Road and Abbeydale Road and for waiting restrictions to be introduced on Witney Street and Batt Street with London Road.

The Director of Development Services stated that the Education, Training, Publicity Programme was an innovative approach to improve road safety and that there would be sufficient funding available for engineering measures. Consultation would be undertaken on potentially controversial Traffic Regulation Orders or design concerns.

RESOLVED: That (a) the petition organiser be thanked for raising awareness of road safety issues on Abbeydale Road, London Road, Wolseley Road and Chippinghouse Road;

(b) the progress on the Accident Saving Project, in relation to the aforementioned petition, be noted;

(c) the innovative approach to reducing road casualties to be initiated by Officers through the Education, Training and Publicity campaign, be noted; and

(d) approval be given to proceed with the design of the Abbeydale Road, London Road and Wolseley Road Accident Saving Scheme and authority be given to the Director of Development Services for the implementation of the scheme, as detailed in paragraph 3.8 of the report now submitted.

11.

SHARROW VALE PERMIT PARKING SCHEME - UPDATE ON SCHEME AND THE OUTCOME OF TREE POSITIONS

The Director of Development Services submitted a report on the initial findings received following consultation on a review of the Sharrow Vale Permit Parking Scheme and on his investigation into three petitions (a) containing 56 signatures which had been reported to this Board at its meeting held on 28th April, 2008, requesting the removal of Cowlishaw Road from the Scheme, (b) containing 83 signatures which had been reported to this Board at its meeting held on 28th April, 2008, requesting Hunter House Road be included in the Scheme and (c) containing 42 signatures from businesses on Sharrow Vale Road requesting 13 changes to the Scheme, a traffic management change and a review of the City Council's peripheral parking zone policy. The report referred to the Scheme being fully operational in October, 2007, and the need for it to be reviewed to ensure the restrictions continues to meet the desired objectives of the Scheme, whilst still being practical for the needs of the majority of local residents, businesses and other issues that may have arisen. An explanation of the consultation undertaken, which included the Scheme area and adjacent areas, and an analysis of the responses, was detailed in the report.

A response to the petition from the Sharrow Vale businesses and a summary of general comments were attached as appendices to the report now submitted.

The Director of Development Services reported orally on further representations received from local Ward Councillors detailing concerns in respect of the Scheme.

The Board heard representations from (i) a local shop owner representing businesses/residents in the Sharrow Vale, Hickmott Road and Ecclesall Road area, as detailed in a prepared statement, with regard to issues concerning the Scheme and calling for a complete review of the decision to implement peripheral parking zones and highlighting the detrimental impact on satellite shopping centres and communities, (ii) a resident referring to the problems of parking on Neal Road, (iii) a local resident of Cowlishaw Road asking for the Scheme to be withdrawn and (iv) a local Ward Councillor asking officers to review the Scheme and for appropriate solutions to be found for businesses and residents. In response, officers stated that the permit parking Scheme was the largest by area/population and referred to the consultation undertaken with residents, businesses and the Universities and the changes proposed to be made to the Scheme. It was stated that full details would be reported to a future meeting of the Board in early 2009. It was further stated that any fundamental changes to the Scheme would need approval by Cabinet.

RESOLVED: That (i) in light of the comments now made, a full re-examination of the Sharrow Vale Permit Parking Scheme be undertaken by considering sub-categories in respect of businesses and students/local residents, to provide a more flexible Scheme for the area and (ii) a report in respect of this matter to be submitted to a meeting of this Board to be held on 19th January, 2009.
