Thank you for your request for information that was received on 13 May 09 and
apologise for the delay. You requested:-
names of the premises that Southwark Borough Council (under the advice of the Police)
has required to install an ID scanning system
as part of their continued holding of an alcohol and entertainments
license.
The dates that the owners of those venues were informed that they
were required to install such a system to continue operating under
license.
The specific date when the owners of Club SeOne were informed that
they must install an ID scanning system and the complete text of
that information. The advice given to those premises by Southwark Borough Council
regarding Data Protection.
The information that you requested is as follows
Full records of all our 2003 Act licensed premises are available in the public domain on
our on-line licensing register which can be viewed by visiting

be downloaded for printing from the register.
With specific regard to the SEOne Club, the requirement for the club management to
install an ID scanning system came from a decision of the council's licensing sub-
committee taken at a public hearing of a licence review application, requested by the
metropolitan police, on 1 December 2008. The review application was made following
the fatal shooting of a member of the public at the premises earlier in the year. The
[police review application specifically sought the addition of a number of conditions to the
premises existing licence, including the condition in question.
The full wording of the condition is
"That all persons entering the premises must supply verifiable identification details that
are passed through a digital scanning / recording system, such as clubscan, idvista or a
comparable system;"

the Council does not apply any standard conditions to licences other than those
mandatory conditions that are required by law. Aside from the mandatory conditions, all
other conditions are premises specific determined on a case by case basis. Their
inclusion on the licence may be as a result of either
- the applicant voluntarily proposing the control in question as part of their overall
management plan set out within the operating schedule submitted as part of their initial
licence application; or
- the condition being accepted by the applicant during the course of the council's
conciliation process which brings applicants together with those interested parties who
raise representations against an application and aims to achieve a negotiated conclusion
to which all parties agree; or
- in a few cases, the condition may be imposed by the council's licensing committee
having considered a contested licence application or a licence review at a public
hearing. In these cases the committee will have considered the application on its own
merits with all relevant matters taken into account, and will have decided that it is
appropriate and necessary to impose the specific condition(s) to achieve one or more of
the four licensing objectives. The objectives consist of the prevention of crime and
disorder; the prevention of nuisance; public safety; and the protection of children from
harm. The council's powers to set conditions arise from sections 21 and 52 of the 2003
Act.
In the main, licences that have requirements around the production of photographic ID,
do so as a consequence of considerations around under-age sales of alcohol. This
applies in the cases of many of our on and off licensed premises.
I can confirm that Southwark Council does not store or use information captured by this
in any way. Furthermore, the venues concerned do not automatically share this
information with any party, but it is understood that attendance information would be
shared in the event of an incident that required police investigation.
