I am writing in answer to your request of 14 May for an internal review of the response to your original FOI request on flexible working dated 11 May.
Having reviewed our original response I can see that we did not offer a sufficiently full explanation of why we had not responded your request for which I apologise. I hope that this second response clarifies the matter.
Cambridge City Council does not hold information on all staff requests for flexible working, particularly any informally agreed requests. Information would only be recorded if a request for flexible working resulted in a change to the terms and conditions of employment and was confirmed in writing. We do not record instances of requests or where arrangements are agreed that do not materially change the employees terms and conditions of employment.
We have investigated the possibility of providing the information you have requested, ie where information is available. In order to fulfil your request each head of service would need to ascertain this information for their service and provide us with this information for this then to be centrally collated to answer your specific question.
We anticipate that this would take 83 hours (27 Heads of Service x 3 hours each plus 2 hours to collate centrally), at a cost of £2,075 (83 hours multiplied by £25).
The estimate of 3 hours is based on Heads of Service speaking to/emailing their service managers, the managers obtaining details of any documentation, this being completed for the service and sent to HR by a deadline. HR would then need to collate the information as you requested - by age, gender and nationality as a percentage of those numbers from each group. This information is held in HR.
Section 12 of FOIA states that a public authority is not obliged to comply with a request for information if it estimates that the cost of complying with the request would exceed the appropriate limit which is set at £450. As your request exceeds the threshold of £450 we have therefore refused your request.
