Dear Mr Perrin

Freedom of Information Act 2000: Car Scrappage Scheme

Thank you for your enquiry dated 10 May and received on 11 May 2009.
You asked for information covering:
•  “… what research was done regarding the car scrappage scheme announced in
the last budget.
•  Particularly the projected take up of the scheme, and the 'business case' that
justified its introduction”.
I confirm that the Treasury holds information falling within the description of your request
and that this information is already available within the public domain. Information falling
into this category formally engages the absolute exemption at section 21 of the Freedom
of Information Act 2000, and public authorities are not obliged to re-issue information
that is reasonably accessible.  However, we appreciate that it is not always easy to
locate information and have provided the relevant links to assist you:
•  Paragraph 4.16 of the Budget Report 2009, sets out the overview of the scheme,
that it is temporary and time and cost-capped. With Govt funding of £300mn
being matched by industry to provide a £2k discount per vehicle, this will support
the sale of up to 300,000 vehicles.

at:http://www.direct.gov.uk/en/Motoring/BuyingAndSellingAVehicle/AdviceOnBuyi

•  The debate of the Third Delegated Legislation Committee sets out further detail
of the scheme, including the rationale behind the scheme (the ‘business case’). A
transcript of this discussion can be found at:

Further to this, the Department for Business, Enterprise and Regulatory Reform, now
know as the Business, Innovation and Skills Department, which leads on the

implementation of the vehicle scrappage scheme, has made clear that it plans to audit
the scheme to verify its correct implementation.
If you have any queries about this letter, please contact me. It will be helpful to us if you
remember to quote the reference number above in any future communications.
