Dear Mr Parry
Request for Information - reference 3361
Thank you for your request which was received by the Assembly Government on 8 May 2009. You asked:
How much the Welsh Assembly Government and National Assembly for Wales (i.e devolution) has cost. Buildings, AMs, staff, projects - everything but under a generalised header/department;
similarly, I would like this broken down per year since the inception; and
finally, if available, I would like the same total costs from 1995 until the AMs first took their seats (the years preceding the WAG/NAW).
The Welsh Office's running costs can be found in the Welsh Office Departmental Report. This is available at a cost of £12.30 from The Stationery Office at:
The National Assembly's running costs are set out each year in its annual Resource Accounts which can be found on the internet at:
I have summarised this information for you in the attached tables:
Table 1 sets out the running costs for the Welsh Office from 1995-1996 to 1998-1999;
Table 2 sets out the running costs for the National Assembly for Wales/Welsh Assembly Government between 1999-2000 and 1995-1996; and
Table 3 sets out the running costs for the Welsh Assembly Government for 2006-2007 and 2007-2008.
Please note that the 2006-2007 and 2007-2008 figures include the administration costs of the 4 Assembly Sponsored Public Bodies (the Welsh Development Agency, the Wales Tourist Board, the National Council for Education & Training (ELWa) and ACCAC (Qualifications & Curriculum & Assessment Authority for Wales)) that merged with the Assembly on 1 April 2006. They are not included in the figures for earlier years (i.e. 2005-2006 and prior years).
During May 2007, following the coming into force of the Government of Wales Act (2006) the National Assembly essentially became two organisations; the Welsh Assembly Government and the Assembly Commission. I have included the running costs of both of these organisations up to and including financial year 2006-2007 in the attached tables for consistency. For 2007-2008 Assembly Members costs are available from the National Assembly for Wales (Annual Report and Statement of Accounts of the Assembly Commission) which can be found at:
Your request was considered according to the principles set out in the Assembly's Code of Practice on Public Access to Information (third edition). The Code is published on the Internet at www.information.wales.gov.uk. If you prefer, I can send you a printed copy.
