REQUEST FOR INFORMATION 
We refer to your request for information under the Freedom of Information Act 
(FOIA) and/or the Environmental Information Regulations (EIR) received by 
the Olympic Delivery Authority (ODA) on 14 July 2008 requesting the following 
information: 
I would like to know the start time & last time of day for work-that-
creates-noise on the whole Olympic Site. 
I would then like to know - specifically - what start time & the last time 
of day that work-that-creates-noise is on the whole Arena Fields/Media 
Centre/Satellite Park/Soil Cleaning Machine that is right next door to 
the residential areas of Leabank Square & Wick Village. 
Please include in your answer any noise-free weekend times.  
We confirm that we hold information of the description specified in your 
request as detailed below. 
The Planning Permission for the Olympic Park and the associated Code of 
Construction Practice define the site ‘core hours’ as: 

 
Monday to Friday 07.00 to 18.00 
Saturday 07.00 to 14.00. 
There is an additional half-hour start-up and close-down period at the start 
and end of each day where certain activities are permitted (e.g. movement of 
vehicles and plant (e.g. excavators, articulated dumper trucks etc.) to working 
areas) 
In addition, permission may be sought from the Local Authority to undertake 
works outside of these core hours by applying for a Section 61 Consent.  In 
order to obtain this from the Local Authority, Contractors are required to 
submit full details of the proposed works, specific noise control measures, 
noise levels as predicted for local residents and demonstrate they are doing 
everything practicable to reduce the impact of their works on local 
communities.  The Consent will often include additional conditions such as 
noise limits and additional monitoring. 
For the area adjacent to Leabank Square, a Section 61 Consent has been 
granted by Hackney to operate the soil washing plant until 10pm Monday to 
Friday with a reduced noise limit compared to the core working hours.    The 
S61 Consent was granted in April 2008 after 2 months of consultation with 
Hackney to demonstrate noise levels could meet the required limit.  We have 
attached a copy of the S61 Consent for your information (Annex and B). 
We trust that this information satisfies your request for information. However, 
if you are not satisfied with the response to your request and wish to make a

If you are not satisfied with the outcome of your complaint, you may apply 
directly to the Information Commissioner for a decision. Generally, the
