Dear Mr Abantu-Choudhury
REQUEST FOR INFORMATION
We refer to your request for information under the Freedom of Information Act
(FOIA) and/or the Environmental Information Regulations (EIR) received by
the Olympic Delivery Authority (ODA) on 14 July 2008 requesting the following
information:
I would like to know what (if any) dust suppression activities you
currently have for the Olympic Site opposite Leabank Square & Wick
Village in Hackney Wick.
This is roughly the site that has the Media Centre, International Press
Centre, Satellite Park planned for it - but including the soil washing-
plant next door.
I would like to know the exact times of day any activity currently takes
place - including weekends.
We confirm that we hold information of the description specified in your
request. We have provided the following information:

Details of dust mitigation measures being undertaken (see below).
Drawings showing the layout of the northern part of the site and routes
of water bowsers (Annex A
Photos of dust suppression activities on site (Annex B).
Site-wide mitigation measures applied by ODA/CLM and its contractors are
detailed in the Code of Construction Practice.  This can be found on the
London2012 website at: http://www.london2012.com/documents/oda-health-
and-safety/code-of-construction-practice-final-low-res.pdf .  Contractors are
also required to identify specific mitigation measures in their Project
Environmental Management Plans, which are reviewed and approved by the
Environment Team and sent to external stakeholders (Planning Decisions
Team, Environment Agency, Local Authority Environmental Health Officers,
etc.) for consultation.
Weekly inspections are carried out by the ODA Delivery Partner’s
Environmental Assurance (DPEA) function to ensure the mitigation measures
are sufficient.  These inspections are recorded on a standard template and
any additional action which needs to be taken is included, when applicable.
Implementation of any additional mitigation actions can be checked on the
subsequent inspections by the DPEA.  In addition to DPEA inspections,
environmental audits are conducted on all Contractors on a regular basis by
the ODA Delivery Partner.  These audits are more thorough than the site
inspections and include detailed checks of training & awareness, inspection
records, monitoring records, and other documentation.
This all forms part of the ODA Delivery Partner’s Environment & Sustainability
Management System, which has been independently certified to ISO14001,
an internationally recognised standard for Environmental Management
Systems.
Specific dust suppression activities which are carried out on the Olympic Park
include:
•  8 km of hard-standing internal haul routes to minimise dust levels from
construction traffic and ease effective maintenance.

•  Several vehicle washes throughout the site and at all site exits to
prevent mud/dust on the roads.
•  A full fleet of dust suppression equipment (recently increased to deal
with the dry conditions to include 7 Road Sweepers, 10 mobile water
bowsers and 7 wheel-washes).  The bowsers and sweepers are
continuously deployed across the site.  The routes for these are shown
on the attached plan.
•  Improved awareness of dust issues on site through training and
awareness campaigns
•  Site speed limit enforced on internal roads (15mph)
•  Application of Dustbuster 2 (an environmentally-safe binder) on
exposed area in construction zone 5c (as shown in attached drawing)
•  Specific dust control for static plant and demolition activities (e.g. fixed
spray systems on concrete crushers, etc.)
We trust that this information satisfies your request for information. However,
if you are not satisfied with the response to your request and wish to make a
complaint, you should write to The Information Officer, Olympic Delivery
Authority, One Churchill Place, Canary Wharf, London, E14 5LN. Please state
detailed grounds for your complaint.
If you are not satisfied with the outcome of your complaint, you may apply
directly to the Information Commissioner for a decision. Generally, the
Information Commissioner will not make a decision unless you have
exhausted the complaint procedure provided by the ODA. The Information
Commissioner can be contacted at: The Information Commissioner’s Office,
Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.
Yours sincerely
