How Current Tree Works Decisions are to be Made

Could you please release details of the process to be used for making decisions on following proposed tree works :

1. Proposed felling and planting at: Midsummer Common, Jesus Green and New Square. These proposals are described in the agenda for the West / Central Area Committee to be held on Thursday 30 April 2009.

Any tree works, whether felling, or pruning, will follow the City Council's Protocol for the Consultation and Determination of Tree Work Operations to Trees on City Council Owned Land. Details of planting will also follow the Protocol.

2. Proposed felling of trees at Vicar's Brook. These proposals are outlined in a notice at the site.

The felling and pruning of trees at Vicar's Brook will also follow the Protocol. The item will be referred to Planning Committee on 27 May 2009 and the decision will be made in accordance with the following procedure:

7.1.2a. Decision in line with the recommendations of Planning Committee

After Planning Committee has made its recommendation, the matter will be referred to the Director of the client service concerned, in order that a decision may be made using delegated powers.

The Director will consult the relevant Executive Councillor and, if it is agreed that Planning Committee's recommendation shall be followed, then the decision will be made.

7.1.2b. Decision contrary to the recommendations of Planning Committee

If the Director of the client service, having consulted the relevant Executive Councillor, is of the opinion that the decision to be made shall be contrary to the views of the Planning Committee, the formal decision will be made by the appropriate Executive Councillor after pre-scrutiny, unless the matter is classified as urgent.

Specifically:

Is it within the power of the West/Central Area committee on the 30th of April to actually make the decision to go-ahead with the tree works on their agenda?

Will the new tree works protocol involving consultations, notices on trees, notices on the council's website etc. be followed in relation to these works?

See above.

Clearly it would be desirable if you could release this information, if you hold it, before the meeting on the evening of the 30th April.
