10 years long residence

Dear Sir or Madam,

An appeal of a student has been dismissed and he has 10 days to
appeal to the Court of Appeal. But he has decided to make an
application under 10 years rule as he has alreday completed 10
years. There was no gap so far. Can he now qulaify under 10 years
if he applies within 10 days of the dismissal of appeal?

Thank you for the reply. I did not ask a general enquiry. I did
call the IEB but they couln't help and advised to send the enquity
in writing. I did write to the Home Office six months ago and did
not receive a reply. My question could properly be answered by you
or the law and policy section of the Home Office.

I hope this time you will please respond to my enquiry with the
required information.
