Re: Your request for information – refusal notice.  
 
I write with reference to your email of April 20th, in which you made the following request; 
 
Your on-line list of Traffic Regulation Orders at 
http://www.cambridgeshire.gov.uk/transport/trafficmanagement/traffic+regulation+orders.htm
mentions the Cambridge Road Milton and Cowley Road Cambridge Prohibition of Driving 
Order 2002. Is this order still in force? If so, could you please send me a copy of it, if possible 
electronically, along with all associated amendments? 
 
The request has been dealt with under the terms of the Environmental Information 
Regulations and I can confirm that we do hold the information requested.  
 
However, since October 2008, you have submitted 16 requests for information, all of which 
have been for information relating to traffic regulation or authorisation for signs in the 
Cambridge City Area.  We consider that these requests form part of a series of linked 
requests and therefore, we are treating the time spent on responding to them as cumulative.  
 
We have calculated that up to our response on April 27th 2009 to a previous request, we have 
spent in excess of 45 hours collating and providing you with the information requested.  
 
Therefore we are refusing this request under Regulation 12(4)b â€“ the request for information 
is manifestly unreasonable. This exception requires that we perform a public interest test and 
in this case, the test favoured the refusal of the request.  
 
The Environmental Information Regulations does not have a fees structure attached to it and 
therefore, we are referring to the Freedom of Information and Data Protection 
(Appropriate Limit and Fees) Regulations
 which sets the appropriate limit for compliance 
with a request at £450 or 18 hours.  
 
In addition to this, you have previously been advised that the information you are requesting 
is available for public inspection at Cambridgeshire County Council’s offices. Therefore the 
information is already publicly available and Regulation 6 therefore applies to your request. 
 
In line with our Access to Information charging policy, which I have attached for your 
reference, please do not submit any further requests for information about traffic regulation or

signage in Cambridge for a period of 60 days from the date of this response. (13th July 2009) 
 
If you are unhappy with the service you have received in relation to your request and wish to 
make a complaint or request a review of our decision, you should write to Helen Maneuf, 
Head of Audit, Scrutiny and Information Governance, Box Res1405, Room 307, Shire Hall, 
Cambridge CB3 0AP within 40 days of the date of this letter. 
 
If you are not content with the outcome of the internal review, you have the right to apply 
directly to the Information Commissioner for a decision. The Information Commissioner can

Cheshire, SK9 5AF.
