Re: Freedom of Information (Scotland) Act 2002 – Request for Information
Thank you for your email which was received by the University on 17 April 2009 timed 08:16
hours, requesting the following:
Can you please tell me the total of relocation expenses paid to your director of finance
Robert Fraser since his appointment.
Can you please tell me the headings and amounts under which this total amount was
paid i.e. removal expenses, legal fees etc
Can you please tell me the normal maximum amount that Glasgow University is
prepared to pay in relocation expenses.
If your policy on relocation expenses is on your website can you please send me a link
to this part of your website otherwise can you please send me a copy of the policy
Can you please tell me how many times the normal maximum amount for relocation
expenses has been exceeded since October 2003, what the actual amount paid has
been and when it was authorised and when it was paid. Can you please also tell me in
each case how the decision to pay in excess of the normal maximum amount was taken
and who authorised it.

The information that constitutes the University’s response to your requests for information,
(points 1 and 2 above), have been withheld as (a) the information are considered as personal
data as defined in the Data Protection Act 1998, and (b) the release of the information would
be in breach of the data protection principles as defined in the Data Protection Act 1998.
Therefore the exemption from release of the information applies as specified under sections
38(1)(b) and 38(2) of the Freedom of Information (Scotland) Act 2002. This exemption is an
absolute exemption under of the Freedom of Information (Scotland) Act 2002.
3. Can you please tell me the normal maximum amount that Glasgow University is
prepared to pay in relocation expenses.

The information requested, (points 3 and 4 above), is currently accessible from the following

Though the University of Glasgow does hold the information that you have requested, the
information is exempt under section 25 of the Freedom of Information (Scotland) Act 2002, as
it is otherwise accessible.
5. Can you please tell me how many times the normal maximum amount for relocation
expenses has been exceeded since October 2003, what the actual amount paid has
been and when it was authorised and when it was paid. Can you please also tell me in
each case how the decision to pay in excess of the normal maximum amount was taken
and who authorised it.
The University has estimated that the cost of responding to your request, (point 5), will exceed
the fee limit as set out in the Freedom of Information (Fees for Required Disclosure)
(Scotland) Regulations 2004. As a result, we are not obliged to provide a response. The fee
limit set down by the Regulations is £600, and in this instance this equates to a combination of
staff time capped at a rate of £15 per hour plus the reproduction of documents at the rate of
30p per A4 sheet. It is estimated that in order to reproduce the information requested would
take more than £600.
Please be advised that a modified request will be given due consideration. Any modification
of your request will be treated as a new request for the purposes of the Freedom of
Information (Scotland) Act 2002.
The supply of documents under the terms of the Freedom of Information (Scotland) Act 2002
does not give the applicant or whoever receives the information any right to re-use it in such a
way that might infringe the Copyright, Designs and Patents Act 1988 (for example, by making
multiple copies, publishing or otherwise distributing the information to other individuals and the
public). The Freedom of Information (Scotland) Act 2002 (Consequential Modifications) Order
2004 ensured that Section 50 of the Copyright, Designs and Patents Act 1988 (“CDPA”)
applies to the Freedom of Information (Scotland) Act 2002 (“FOISA”).
Breach of copyright law is an actionable offence and the University expressly reserves its
rights and remedies available to it pursuant to the CDPA and common law. Further information
