Dear Mr Jones,
REQUEST FOR INFORMATION UNDER THE FREEDOM OF INFORMATION ACT 2000.
Thank you for your e-mail of 17 April requesting information under the Freedom of Information Act 2000. You asked what requirements are laid out in the granting of visas to Mormon Missionaries to ensure that they do not propagate homophobic propaganda, and what actions are taken against those who break the conditions of their visas. This falls to be dealt with under the Freedom of Information Act 2000.
I can confirm that the UK Border Agency, International Group does hold information relevant to your request.
Those wishing to employ a foreign national to work in the UK need to:
Apply to the UK Border Agency for a license to become a sponsor under the relevant category of the Points Based System Tier 2 skilled workers - Minister of religion or Tier 5 temporary worker - Religious worker
Once they are registered with the UK Border Agency as a licensed sponsor; the sponsor is able to issue Certificates of Sponsorship to foreign nationals to apply for UK entry clearance to come to the UK under the relevant category.
Once the UK sponsor has issued the certificate of sponsorship the foreign national may make their visa application:

Applications are decided by an Entry clearance Officer using the same published guidance.
If a sponsor breaks the conditions of their license they will be either immediately removed or suspended while an investigation is conducted. If it is to do with visas then there is a process in place for Tier2/5 to inform the Sponsoring License Unit.
