Request:
Under the Freedom of Information Act, please may I request the following information:
1. I would like to know Dyfed Powys Police’s current policy on vehicles parking in an
inconsiderate manner on pavements and what is a person to do if he sees such an act. This
is very common in the St Dogmaels and nearby Cardigan area in which I live. Not only is it
dangerous when there is no room left on the pavement for pedestrians, buggies and
wheelchair users but pavements are not designed for vehicle parking and the damage done
to the pavements must add to the council’s expenditure let alone the incalculable cost of
pavement users being injured on the road when they are unable to use the pavement.

Such incidents are normally dealt with by Traffic Wardens. As for a policy in dealing with such
issues, the Road Traffic Act states that it is an offence to park HGVs on footways according to
Section 19 ‘Prohibition of parking of HGVs on verges, central reservations and footways,’
although there is no national prohibition for pavement parking relating to anything other than
heavy commercial vehicles. Therefore, any such offences are dealt with by a Traffic Warden by
way of a Fixed Penalty Notice within Dyfed Powys police force.
