I am writing to confirm that HMRC has now completed its search for the information you requested on 8 April 2009.

HMRC does have the net annual Income Tax paid in the United Kingdom from the fiscal year 1997/1998 to the fiscal year 2007/2008, as shown below.

Unfortunately HMRC does not hold information regarding how the money has been spent, surplus amounts, interest earned, or reduction to the National Debt.

HM Treasury holds details of the National Accounts and might be able to supply the rest of the information you requested. Details of how to request information from HM Treasury can be found at:
