Since 2004 we have operated the PropertySCAM web site (www.propertyscam.org.uk) and it has become a popular destination for people who have either bought investment plots or are contemplating such purchases. You may be aware that a number of companies which have operated in this market, often known as land banking, have been or are in the process of being compulsorily wound up by joint FSA/DTI action having been found to be operating Collective Investment Schemes without FSA authorisation - a criminal offence under the Financial Services and Markets Act 2000. These include United Land Holdings, Land Heritage (UK), Rubicon Estates and Property Spy. Recently we have had a number of enquiries from people in Singapore looking to invest in "Concorde Village". The attached PDF brochure describes the offering. Profitable Plots Pte Limited of Singapore have acquired a site on the South side of Ashford Road and West side of Chertsey Road, Feltham, apparently from Taylor Woodrow who acquired it from BP who, in turn, acquired it from Greenham Sand & Ballast Company Limited, and are selling plots of this site at prices starting at £5,625. Plots are quite small (less than 1/10 acre) so the whole site, split and sold this way, could net nearly £50M - somewhat more than the c. £3M apparently paid for it by Profitable Plots just 6 months or so ago. Part of their sales pitch (other than the attached PDF which makes a number of very bold claims about Hounslow Policy, land values and so on) is that the eventual developer of the site has already been decided - it is apparently to be Taylor Woodrow. This seems an odd way for Taylor Woodrow to go about developing a site which they originally owned - to sell it to a speculator who, in turn, sells it off in small plots to private investors, only to buy it back a few years later for a considerable multiple of the price they originally sold it for! We wonder whether Hounslow Council has an official position on this matter, or whether you would be prepared to make some form of public statement? There are precedents for this.
