According to http://www.cpni.gov.uk/foi.aspx , CPNI is accountable to the Director General of the Security Service (MI5) and therefore operates under the Security Service Acts 1989 and 1996. CPNI is not subject to FOIA and therefore will not process FOIA requests.
Under Regulation 4 of the Environmental Information Regulations (EIR), environmental information relevant to the functions of the Security Service, which does not adversely affect national security can be requested.
